Updates from CELC’s Managing Director, Paul Shorthouse

As Circular Economy Month comes to a close, we are excited to share the release of the Circular Economy Action Plan for Canada 2.0, developed in collaboration with the Circular Innovation Council — a renewed national framework for accelerating the shift to a circular, regenerative economy.

In just two years since the inaugural plan launched in 2023, Canada’s circular movement has grown from conversation to coordination. Across industries and regions, organizations are finding ways to keep materials and value in circulation longer — from innovative reuse and repair models to circular procurement pilots and community-based programs that link circularity with affordability, climate action, and resilience.

But as the world changes, so too must our strategic priorities and responses. Version 2.0 builds on what’s been accomplished over the past 2 years while doubling down where more work is needed — building from the insights gained at the 2025 Canadian Circular Economy Summit that brought together nearly 1,000 delegates to Montréal in April.  The result is a plan for action that focuses on what matters most now: scaling impact, aligning national priorities, and engaging with communities and sectors to seize new economic opportunities and broader benefits for Canada.

This next chapter of Canada’s circular story isn’t about starting over — it’s about amplifying progress. The CE Action Plan 2.0 invites governments, businesses, investors, innovators, and civil society to see themselves as part of a shared national vision and effort.

Canada’s circular economy is no longer a future ambition; it’s an emerging reality that is gathering momentum. CE Action Plan 2.0 is the tool designed to help us move faster, together.
